West Monroe woman killed crossing highway

OUACHITA PARISH, La. (KNOE) - A West Monroe woman was killed crossing a highway in Ouachita Parish.

According to Louisiana State Police, it happened around 5:50 p.m. on Nov. 18 on LA Highway 139 near Music Road.

Police say 60-year-old Zelma Kinser was crossing the highway when she was hit by a Kia SUV heading north in the outside lane.

Kinser was pronounced dead at the scene.

The crash is under investigation. Police say toxicology samples were obtained and will be submitted for analysis.

Highway 139 near Music Road is a four-lane highway.

State police add:

Pedestrians and motorists alike are urged to remain vigilant while on area roadways and pay close attention to their surroundings. Crashes involving pedestrians can often be avoided by following some basic safety guidelines. Pedestrians should wear light-colored or reflective clothing and should always avoid walking on the roadway in dark areas. Pedestrians must also assume that approaching motorists cannot see them, especially at night.

In 2019, Troop F has investigated 34 fatal crashes resulting in 39 deaths.
