Ouachita Parish man charged with 10 counts of rape, sexual battery, molestation

OUACHITA PARISH, La. (KNOE) - A Ouachita Parish man arrested in March for alleged sex crimes against children has been indicted by a grand jury on ten counts including multiple counts each of molestation of a juvenile, sexual battery, and first-degree rape. That's according to a bill of indictment filed with the 4th Judicial District Court in Ouachita Parish on April 4, 2019.

45-year-old Steven Marcus Kelley was first arrested in March 2019, after being accused of molesting a child multiple times over the course of several years. The bill of indictment alleges that the abuse took place between May 2015 and December 2018 and identifies two victims.

In the previous arrest, court documents stated that officers began their investigation on February 26, 2019, after a UPS delivery driver encountered two visibly upset pre-teen children at a residence in Calhoun. The female child allegedly told the driver that she didn't want to be raped by the suspect again.

The child told officers that the suspect, identified as Kelley, forced her to engage in sexual activity "at least two hundred times." During a later interview, the child was also able to describe in detail various things she says she was forced to do, according to court records. She said these things have been happening for years.

At the time, another victim accused Kelley of sexually aggressive behavior toward her, which included Kelley touching her inappropriately on multiple occasions and frequently making lewd comments toward her.

Kelley's new charges are 3 counts of molestation of a juvenile, 4 counts of sexual battery, and 3 counts of first-degree rape.

Kelley's previous charges include a crime against nature and indecent behavior with juveniles.
