Louisiana governor signs several bills and issues line item vetoes

MONROE, La. (KNOE) - On Friday, Louisiana Governor John Bel Edwards' Office said the governor has signed several bills into law from the 2020 Second Extraordinary Legislative Session. Among those signed into law was, ACT 45—HB 39, which makes supplemental appropriations for the Fiscal Year 2020-2021. This bill list multiple projects in Northeast Louisiana. Also among the bills signed into law are the following:

  • ACT 47—HB 80 - Provides relative to the use of student assessment results for the 2020-2021 school year with respect to school and district accountability, teacher evaluation, and student promotion.
  • ACT 52—SB 30 - Provides regarding purchase of telecommunications and video equipment by certain educational entities.
  • ACT 53—SB 31 - Prohibits use of statewide student assessments conducted during the 2020-2021 school year for the purposes of evaluating teacher performance or student placement decisions.
  • ACT 57—SB 53 - Provides for the rehiring of nonlicensed persons by certain health care providers required to temporarily close during a public health emergency.
  • ACT 59—SB 62 - Provides for the refundable portion of the inventory tax credit for certain manufacturers impacted by the 2020 emergencies and disasters.
  • ACT 60—SB 72 - Authorizes an income tax credit for certain businesses whose operations were interrupted as a result of the COVID-19 pandemic.

Regarding, ACT 45—HB 39, six line item vetoes were issued:

  • Page 2, lines 25-28: This item, according to a letter issued by the governor’s office, place unnecessary restrictions on an executive branch agency that are in violation of Article II, Section 2 of the Louisiana Constitution.
  • Page 8, lines 42-45: This item is to provide funds to the South Louisiana Wetlands Discovery Center. The letter states this project already has received funding through House Bill 2 of the 2020 First Extraordinary Session in the amount of $990,000, $56,400 of which was from the state general fund.
  • Page 9, lines 1-3: This was for $230,000 for a dog park in the East Houma airbase.
  • Page 9, lines 8-11: This was for neighborhood cameras in Houma
  • Page 9, lines 43-45: This was for the improvement and construction of a lighthouse in the Town of Madisonville.
  • Page 11, lines 18-19: This was for a community waterworks project in Grant Parish.
