Armstrong named Monroe City Council Chairman

MONROE, La. (KNOE 8 News) - Monroe City Council has a new chairman, Dr. Ray Armstrong. In a unanimous vote, Armstrong was elected to the position.

“There is a lot of things I want to do and there will be some things that I will do to make the transparency, the information to the public, a lot better and a lot stronger and I will try real hard to do that,” Armstrong said.
Publicly, Armstrong and Mayor Jamie Mayo have disagreed on several issues. But Mayo said he wishes Armstrong success in his new position.

"Learning his role as chairman and understanding he has to work with the administration to be able to move forward. And if he understands his role and responsibility, I think we will be successful. Otherwise we will have more shaky times here in the city of Monroe and that will certainly not be good for the city,” Mayo said.    

In other news, the council endorsed Michael Echols Enterprises to participate in a state tax abatement program. The program is designed to help areas like Downtown Monroe.

“This was a tool developed by Louisiana Economic Development to entice people to move back in a restore blighted properties. What it does is locks the property taxes in for five years, so what it does is if the property is bringing in a $1,000 in property taxes a year, it allows you to recoup some of your investment," Echols said.

And even though Mayor Mayo is running for the Fifth Congressional District Seat, he said he'll continue his duties as mayor while he campaigns. But if elected, Mayo said he can't do two jobs at once, so he will have to resign and the council will have to appoint an interim mayor.
