Monroe women arrested for insurance fraud

MONROE, La. (KNOE 8 News) -On Tuesday, May 06, 2014, Joanna J. Scott and Patricia A. Bell, were arrested by detectives with the Louisiana State Police Bureau of Investigations (Scott - 17 counts & Bell 2 counts).

In 2005 the son of Joanna J. Scott, was injured in an industrial accident and as a result required twenty four hour a day care. Joanna Scott arranged for Cookies Helping Hands, a sitting service, owned by Patricia A. Bell, to hire relatives and friends of hers to sit with Johnson’s son at her residence in Monroe, Louisiana. Joanna Scott would make out the work schedule for the sitters, submit time sheets, progress notes and service logs to document the work reportedly been done for her son to Cookies Helping Hands. Claims for payment of these services were submitted to AIG Insurance by Cookies Helping Hands and payments were issued.

LSP’s investigation revealed Scott was submitting time sheets and progress notes showing individuals as sitting with her son when this service was not being provided. Scott cashed or deposited paychecks into her bank account on fifteen (15) occasions in 2010. Patricia Bell and Joanna Scott signed Supervisor Notes showing Bell had counseled sitters in 2009 and 2010, when this was not done. They were attempting to have a paper trail covering the payments they were seeking from AIG Insurance.

Warrants were signed charging Joanna J. Scott and Patricia A. Bell with Insurance Fraud and the bond was set at $10,000.00 per count.
