Councilman responds to latest Jonesboro audit

JONESBORO, La. (KNOE 8 News) - It's a step in the right direction for the town of Jonesboro. For the first time in five years, the town has received a complete audit.

The audit shows the town is certainly not perfect but since the last fiscal year improvements have been made behind the scenes. Some may say it's with the help of a fiscal administrator, but one town councilman disagrees.

"(Reporter: Do you see any progress?) I haven't seen any. None," says Mayor Pro Tem and Councilman Devin Flowers, "I've just seen (fiscal administrator) making money, $125 an hour. I just looked at my financial report he has made already up to $50,000."

Flowers saw the latest audit for the town, where it shows nine control deficiencies and three instances of noncompliance. Also in it, a list of issues and the corrective action taken to resolve them. For example, it was recommended to lower the mayor's salary, which was set at $70,000.

"We had a council meeting, we voted on the mayor's raise. We lowered it to $52,000," says Flowers.

Listed as the contact on the corrective action plan, is Fiscal Administrator Kenneth Folden, who was appointed in September, the day after former Mayor Leslie Thompson was convicted of malfeasance. However, Flowers says Folden may be in charge of finances now, but he shouldn't take credit for the latest audit.

"I think we would have gotten a good audit even if the fiscal administrator wasn't here because of the improvements we had made," says Flowers, "I still say that this audit has nothing to do with the fiscal administrator... This was done under Mayor Thompson's administration and I stand strongly saying that."

Flowers says that some improvements have been made, but not that many changes. He now questions past audits and whether they should have been as positive as this one.

KNOE made multiple attempts to contact Kenneth Folden, and Thursday we were denied any interviews.
