NEW ORLEANS (KNOE 8 News/AP) - Bayou St. John cuts through the center of New Orleans, and local residents enjoy paddling in a kayak or canoe along its mostly still waters.

But kayak enthusiast Jay Cook says the number of unattended small boats is getting out of hand.

Neighbors complain that some boats have been unattended for quite some time, filling up with water and algae. They say the boats have become a prime breeding ground for mosquitoes.

Their complaints have caught the attention of the City Council, which is considering a prosed law that would prohibit anyone from mooring a boat along the bayou for more than 24 hours.
