DELHI, La. (KNOE 8 News)- Kids and senior citizens will have a new hangout this time next year in Richland Parish.

25 years worth of work for former Delhi City Council member Perry Smith is finally paying off.

"Its been a long process and we finally have come to a point where we could break ground today. " says Perry.

His ideas are in motion as city leaders broke ground on the new Richland parish learning center.

After receiving the last bit of funding last week from Baton Rouge, the million dollar facility will be built behind the Delhi Civic Center and serve all of Richland Parish.

It'll be used as a learning and recreation facility for children and the community's senior citizens.

"This was the very first project I worked on in Capital Out Lay which is how these projects are funded it was my letter of recommendation to the Capital Out Lay committee and at that time I think it was Paul Rainwater was in that position and urging him to bring this project forward and to make sure it was on the bond commission agenda" says State Representative Bubba Chaney.

And those who have been involved for 25 years couldn't be happier and know this will have a long term positive effect on the community.

"The long term benefits we are going to produce better athletes, better people, people that are more aware just better citizen" says Smith.

This time next year, they will need scissors instead of shovels.
