Louisiana rural roads bond sale moving ahead

BATON ROUGE, La., (KNOE 8 News) - Work on dozens of rural Louisiana roadways is a step closer to beginning with the Bond Commission's approval of a $100 million bond sale to finance the rural roads project, according to State Treasurer John Kennedy.

"The approval today was the first step needed to make much-needed improvements to rural roads in 37 parishes," said Treasurer Kennedy. "We now will look carefully at the structure of this bond sale to ensure we get the best deal possible for Louisiana taxpayers."

In addition to approving funding for rural roads, the Bond Commission signed off on over $140 million for local projects statewide. Among the individual projects approved are:

Caddo Parish, City of Shreveport, $5 million in Utility Revenue Bonds: For sewer improvements.

Claiborne Parish, Town of Homer, $3.5 million in Taxable Utility Revenue Bonds: For wastewater treatment system improvements.

Evangeline Parish, Fire Protection District, $450,000 in Certificates of Indebtedness: To purchase a fire fighting vehicle and related equipment.

Lafayette Parish, City of Youngsville, Youngsville Sales Tax District No. 1, $9.5 million in Recreational Facility Sales Tax Revenue Bonds: For construction of a community center and recreational facility improvements.

LaSalle Parish, Town of Olla, $100,000 in Certificates of Indebtedness: To acquire fire protection equipment.

St. Landry Parish, Fire Protection District No. 7, $175,000 in Certificates of Indebtedness: To acquire fire protection facilities and equipment.

St. Tammany Parish, Recreation District No. 11, $1.1 million in Limited Tax Certificates: For improvements to parks, playgrounds, recreation center and facilities.

Terrebonne Parish, Terrebonne Levee and Conservation District, $100 million in Public Improvement Sales Tax Bonds: For hurricane risk reduction projects including Morganza to the Gulf or other flood protection improvements.

Terrebonne Parish, Terrebonne Parish Council, $11.275 million in Public Improvement Bonds: For roads, bridges and other improvements.

Terrebonne Parish, Terrebonne Port Commission, $3.5 million in Certificates of Indebtedness: For public improvements.

Vernon Parish, City of Leesville, $4.8 million in Public Improvement Bonds: For waterworks system improvements.

Washington Parish, Mount Hermon Water District, $700,000 in Taxable Water Revenue Bonds: For waterworks system improvements.

Likewise, the Commission approved over $6 million in savings for local governments by refinancing existing debt. Among the refinancings were:

Caddo Parish, Caddo Sewerage District No 2., $10,000 in savings.

Claiborne Parish, Town of Homer, $70,000 in savings.

DeSoto Parish, DeSoto Parish School Board, School District No. 2, $214,000 in savings.

Iberia Parish School Board, Parishwide School District, $170,000 in savings.

Lincoln Parish, Lincoln Parish School Board, Ruston School District No. 1, $310,000 in savings.

Lincoln Parish, Lincoln Parish School Board, Simsboro School District No. 3, $258,000 in savings.

Madison Parish, Madison Parish School Board, $496,000 in savings.

Rapides Parish, Rapides Parish School Board, Rigolette School District No. 11, $272,000 in savings.

Richland Parish, Richland Parish School Board, School District No. 1, $247,000 in savings.

St. Charles Parish, St. Charles Parish Council, $560,000 in savings.

St. James Parish, Town of Gramercy, $36,000 in savings.

Terrebonne Parish, Hospital Service District No. 1 (Terrebonne General Medical Center Project), $3.6 million in savings.

Winn Parish, Winn Parish School Board, Consolidated School District No. 11, $161,000 in savings.

The Louisiana State Bond Commission meets monthly to review and approve applications from parishes, municipalities, special taxing districts, and other political subdivisions of the state requesting authority to incur debt.
