MONROE, La. (KNOE 8 News)- A Ouachita Parish leader was given a warm goodbye. Parish assessor Rich Bailey is retiring after 39 years. A ceremony was held to thank him for his public service. Long time friends spoke kind words of his work and Bailey was presented with a watch, symbolizing the time he dedicated to the parish.

Bailey says his retirement is already planned out, "I've got grand kids that are playing sports and band and school activities, a lot of things I haven't been able to attend, I hope I can take care of some of that. I have a dart football game that I invented I hope to get something accomplished with that, I've got plenty that I want to do."

Assessor-elect Stephanie Smith was sworn in at the ceremony. She was elected in November of 2011.
