Animal Control: Homeowner breaking the law

MONROE, La. (KNOE 8 News) - Ouachita Parish Animal Control are looking into a horse in the front yard of a Monroe home, without anyone watching the animal.

Neighbors on the 3900 block of Dunlop Street said one resident, when not home, keeps his horse tied to trees around the neighborhood.

Ouachita Parish police jurors passed an ordinance back in 2008, outlawing any livestock being tethered without a person of age to watch the livestock from leaving the area.

Several neighbors said the homeowner had other horses in the past. According to a relative, the owner has been warned about his animals not following the ordinances before.

The parish rule shows an owner can get slapped with a $200 fine, if caught. Also, if the animal is impounded, then the owner will have to pay an additional $100 fee and $5 a day if the animal stays overnight at the pound.
