Unopposed candidate Ray Armstrong's commission pushed back

MONROE, La. (KNOE 8 News) - Unopposed Monroe district 1 council candidate Ray Armstrong has been elected by default, but can't serve.

The city council failed to meet a redistricting deadline last fall, pushing council elections from March to November. State law says because of the delay, the secretary of state can immediately commission unopposed candidates at the end of qualifying. But although, technically, Council Chairman Jay Marx' term is up, Armstrong can't take his place right away.

State election commissioner Angie Rogers tells KNOE, it's because of changes in the council district shapes.

The new district 1 shape contains a little bit of old district one and two, so Rogers says Armstrong isn't quite the successor of that district.

Armstrong feels the law is up to interpretation, but won't challenge the state. "I know there is some controversy in the law that says I might take my commission immediately, I do not intend to challenge that, I intend on letting other people do that and I will  follow the letter of the law."

The state election commissioner tells KNOE, Armstrong will be sworn in with the other candidates.
