EL DORADO, La. (KNOE 8 News) - The governor declares a State of Emergency in Arkansas. This comes after the ongoing drought crisis. Governor Mike Beebe's office says some ranchers are seeing a shrinking feed supply on their lands. For the next 30 days, the state can issue special permits to transport round bales of hay on several highways. The bales cannot be more than 12 feet wide.
