MONROE, La., (KNOE 8 News) - The rezoning plan for Monroe's city schools has been approved by U.S. District Judge Robby James.
The full text of the ruling is as follows:
IT IS ORDERED that the Motion for Partial Relief from Judgment [Doc. No. 48] filed by the Monroe City School Board is GRANTED.
IT IS FURTHER ORDERED that the Monroe City School Board is authorized to take the following actions:
(1) Relative to Martin Luther King, Jr. Middle School:
a. Effective as of the beginning of the 2012-13 school year, the conversion of the school from a school that serves students in grade levels 6 through 8 to a school that serves students in grade levels 7 and 8;
b. Effective as of the beginning of the 2012-13 school year, the reassignment of those students in grade level 6, heretofore zoned to attend Martin Luther King, Jr. Middle School, to Berg Jones Elementary School, Jefferson Upper Elementary School and Minnie Ruffin Elementary;
. Effective as of the beginning of the 2012-13 school year, the Monroe City School District to modify staffing assignments as necessary to accommodate the Case 3:65-cv-11297-RGJ-KLH Document 58 Filed 06/20/12 Page 1 of 8 PageID #: 618 reassignment of students in grade level 6 from Martin Luther King, Jr. Middle School to Berg Jones Elementary School, Jefferson Upper Elementary School and Minnie Ruffin Elementary; and
d. Effective as of the beginning of the 2012-13 school year, the modification of transportation routes as necessary to accommodate the reassignment of students in grade level 6 from Martin Luther King, Jr. Middle School to Berg Jones Elementary School, Jefferson Upper Elementary School and Minnie Ruffin Elementary; and
e. Within a reasonable period of time, all necessary and needed repairs be made to the roofing system at Martin Luther King, Jr. Middle School for the auditorium and cafeteria areas.
(2) Relative to Lexington Elementary School and Sallie Humble Elementary School:
a. Effective as of the beginning of the 2012-13 school year, the merger of the current Lexington Elementary School and Sallie Humble Elementary School attendance zones to form a single attendance zone;
b. Effective as of the beginning of the 2012-13 school year, the establishment of a lower elementary school at Lexington Elementary School that serves students in grade levels pre-kindergarten through 2 who reside within the newly formed attendance zone;
c. Effective as of the beginning of the 2012-13 school year, the establishment of an upper elementary school at Sallie Humble Elementary School that serves students in grade levels 3 through 6 who reside within the newly formed

d. Effective as of the beginning of the 2012-13 school year, the modification of staffing assignments as necessary to accommodate the reassignment of students to Lexington Elementary School, as a lower elementary school, and to Sallie Humble Elementary School, as an upper elementary school;
e. Effective as of the beginning of the 2012-13 school year, the modification of transportation routes as necessary to accommodate the reassignment of students to Lexington Elementary School and Sallie Humble Elementary School in accordance with the new zone plan.
(3) Relative to Cypress Point Elementary School and Lincoln Elementary School:
a. Effective as of the beginning of the 2012-13 school year, the modification of that section of the southern boundary of the existing Cypress Point Elementary School attendance zone that lies between U.S. Highway 165 to the west and South College Drive to the east, by establishing the Union-Pacific Railroad track as the new boundary;
b. Effective as of the beginning of the 2012-13 school year, the Union Pacific Railroad track that forms the southern boundary for the Cypress Point Elementary School attendance zone shall also serve as the northern boundary for Lincoln Elementary School attendance zone;
c. Authorizing those students who attended grade level 5 at Cypress Point Elementary School and who, as a consequence of the Cypress Point Elementary School - Lincoln Elementary School zone modification, will be zoned to attend

d. Effective as of the beginning of the 2012-13 school year, the reassignment of those students in grade level 6 who reside within the Cypress Point Elementary School zone to Cypress Point Elementary School and to discontinue their assignment to Sallie Humble Elementary School;
e. Effective as of the beginning of the 2012-13 school year, the modification of staffing assignments as necessary to accommodate the reassignment of students in grade level 6 to Cypress Point Elementary School and Lincoln Elementary School and the reassignment of sixth grade students residing in the Cypress Point Elementary School from Sallie Humble Elementary School;
f. Effective as of the beginning of the 2012-13 school year, the modification of transportation routes as necessary to accommodate the reassignment of students in grade level 6 to Cypress Point Elementary School and Lincoln Elementary School and their reassignment from Sallie Humble Elementary School.
IT IS FURTHER ORDERED AND DECREED that the attendance zone descriptions and
assignments for schools affected by this Order shall be amended and restated as set forth in the attachment to this Order, which was presented as Section E of the supporting memorandum submitted with the School Board's motion.
IT IS FURTHER ORDERED AND DECREED that the zone modifications and reassignments made the subject of this Order shall continue in effect until further order of the Court.
IT IS FURTHER ORDERED AND DECREED that all previous orders of this Court that are Case 3:65-cv-11297-RGJ-KLH Document 58 Filed 06/20/12 Page 4 of 8 PageID #: 621 not in conflict herewith shall remain in full force and effect.
