MONROE, La. (KNOE 8 News) - The second arbitrator rules the NFL commissioner has the right to discipline football players for their roles in a bounty system. The players' union claimed the commissioner cannot punish any player. The union also fought to have player appeals heard by two people the league and the union chose to review any bad behavior. The first arbitrator ruled last Monday the commissioner is allowed to hear appeals and discipline.
